What the programme is doing
Lincolnshire’s coastal communities have always lived with risk and adapted to a changing coastline. The coastline has been fortified and protected by a combination of engineered defences and natural dunes systems for over 70 years, but we are now entering a period of significant and accelerating risk. Ageing assets, increasing climate pressures, and expectations to address growth mean that our existing approaches to managing water, flood and coastal risks are no longer sufficient.
The evidence is clear: without urgent and coordinated intervention, the resilience of this area will continue to decline, increasing long-term costs and exposing communities, infrastructure, and the wider regional economy to avoidable risk.
The Lincolnshire Coast 2100+ Partnership has come together to not only address the issue of flood risk, but to shape a vision to secure Lincolnshire’s coastal communities and economy for current and future generations. Our work will go beyond quick-fixes and focus on creating a future where communities emerge stronger, safer, and more resilient.
Our Mission
The Lincolnshire Coast 2100+ Partnership has been formed to find long-term, innovative solutions that can be backed by government and private investment and has a shared commitment to shape a ‘secure, thriving and connected coast’.
Our primary objective is to create “a place that is ready for, and resilient to, flooding and coastal change today, tomorrow and to the year 2100+, whilst enabling enhanced resilience across the East Lindsey Coastal Area to changing pluvial and fluvial flood risks.”
The first action for the Partnership is to produce a clear statement of intent, supported by a credible and time‑bound portfolio of programmes. It will be designed to move beyond aspirations and will provide clarity on the direction of travel for all.
Decisive and urgent action is required. Our mission will need to be jointly owned, clearly communicated, actionable, and will articulate:

ensuring that social and economic wellbeing is resilient and strengthened over the long-term.

How we work
Communities on the Lincolnshire Coast have a long history of shaping and protecting the land to adapt to the issues and opportunities of the time. This offers a strong base for addressing today’s complex risks and to leave a lasting legacy.
As a collective, the Lincolnshire Coast 2100+ Partnership will unite local and national actors to deliver a coordinated and place-based investment strategy that recognises and addresses the coast’s unique challenges and opportunities.
This collaborative model offers the best chance of delivering transformational change before the existing defences reach the end of their life – creating a place that is ready for and resilient to flooding and coastal change beyond 2100.
Beyond Business as Usual
The next decade is pivotal. Transforming the coast requires a decisive shift from business-as-usual reactive approaches toward bold, evidence-led action. Strong, place-based business cases, clear leadership, and organisational alignment are essential.
Leadership and Commitment
We recognise that delivering long‑term coastal resilience is a complex, decades‑long commitment. Success will depend on sustained collaboration across organisational, geographic and sector boundaries.
Shaped by Local and Regional Voices
A thriving and connected coast for current and future generations must reflect the priorities of its people. Local communities, public voices and regional partners should have a meaningful role in shaping decisions and be deeply involved.
Decisive Action
The next decade is pivotal in shaping the future for the Lincolnshire coast and the urgency demands decisive, visible action that translates strategies into outcomes. Progress will be driven by a strong ‘learning‑by‑doing’ approach, allowing the partnership to test ideas, scale what works and adapt over time as evidence and insight come to light.
